add text_label & is_project_label to label type

Support for comments on Epics

Epics were not yet supported to have their notes manipulated. With this
change, notes can be listed, created, updated, and deleted. The
conventions are followed that are set by Snippets, Merge Reqeuests, and
Issues.

Other methods use the name (without ID) only when the ID is requested.
While I see that adding ID is maybe more readable, I like to keep things
consistent.

Add the MergeRequestsCount to the Issue

GitLab would expose this information, but this field wasn't parsed in
the struct. A test case was updated to have an execution test of the
parsing.
