when not instrumenting:
- Intrinsify uses of slicebytetostringtmp within the runtime package
  in the ssa backend.
- Pass OARRAYBYTESTRTMP nodes to the compiler backends for lowering
  instead of generating calls to slicebytetostringtmp.
