We can add a constant to loaction in memory with 1 instruction,
as opposed to load+add+store, so add a new op and relevent ssa rules.
Triggers in e. g. encoding/json isValidNumber:
NumberIsValid-6          36.4ns ± 0%    35.2ns ± 1%  -3.32%  (p=0.000 n=6+10)
Shaves ~2.5 kb from go tool.
