This adds a higher level set of tests for storage.

This is an in-memory storage layer for storing releases. This will be
superseded by the Kubernetes ConfigMap implementtion.

fix(environment): make KubeClient take multiple files

fix(tiller): set up Tiller environment correctly

Rather than just taking a []byte for Install, take a map of
filenames->contents.

And structure the tests better.

feat(proto): stub out a Chartfile message

feat(proto): first protos for helm

feat(helm): add initial helm client

So far, they just have basic readiness checks.
