feat(Makefile): add docker build tooling

fix(environment): make KubeClient take multiple files

fix(tiller): set up Tiller environment correctly

Rather than just taking a []byte for Install, take a map of
filenames->contents.

And structure the tests better.

feat(engine): add template engine

fix(scripts): go vet is built into go

feat(Makefile): add Makefile

fix(environment): add tests for Environment

feat(proto): stub out a Chartfile message

feat(proto): first protos for helm

feat(helm): add initial helm client

feat(cmd): add grpc client and server

So far, they just have basic readiness checks.
